Transfer move checklist for government, bank and defence families in Jammu

The first week after the posting order

Transfer orders in Jammu have a habit of arriving with a reporting date that's closer than anyone would like. Government officers, bank staff and defence families all feel the same squeeze, and the moves that go smoothly are usually the ones that get going in week one. Call us with both addresses as soon as the order is in your hand, and book the free pre-move survey for that same week.

When the surveyor comes, show everything that's going, including the storeroom, the roof, the garage and anything parked at a relative's place. A posting of two or three years collects more than people remember, and a quote that misses half of it helps nobody.

Documents to keep ready for a transfer move

Put these in one folder with photocopies, and keep that folder in your own bag rather than the truck.

• Posting or transfer order, relieving order and joining instructions
• Service ID card and a government photo ID for each adult
• The mover's written quote, itemised inventory and goods receipt, for your transfer claim
• Vehicle RC, insurance, PUC certificate and driving licence
• School transfer certificates, report cards and medical records for the children
• Quarters allotment letter, plus electricity, water and quarters clearance papers for the house you're vacating
• Rent agreement and deposit receipt, if you've been renting privately
• Gas connection papers, so the connection can be transferred or surrendered

Every department has its own format for transfer expense claims, and what's covered differs too. Ask your accounts section what they need before packing day, so the inventory and receipt match their format first time.

What happens to your vehicle registration?

Here's the general rule. If you take a vehicle registered in one state to another and keep it there for more than 12 months, the Motor Vehicles Act expects you to get it re-registered in the new state. That usually means a no objection certificate from the RTO where it's currently registered, followed by paperwork and road tax at the new RTO. The same principle covers a car coming into Jammu and Kashmir and a JK-registered car heading to Punjab, Delhi or anywhere else.

Two practical points. Apply for the NOC before you leave, because chasing it from another state later is slow. And check whether you qualify for BH-series registration, which was introduced for people who move between states for work, including defence personnel and government employees. A vehicle on BH plates doesn't need re-registering every time you're posted somewhere new. Your RTO can confirm the current rules and fees.

Planning a transfer move in the Jammu winter

Jammu city doesn't get snow, but December and January bring cold mornings, fog on the plains towards Pathankot and short days. Loading starts a little later than in summer, once visibility improves, and wraps up before dark. Winter rain isn't unusual here either, so cartons get moisture-resistant outer wrapping and wooden furniture stays covered throughout.

The bigger concern is anything heading north. Moves to Srinagar, Anantnag or Baramulla depend on the Jammu-Srinagar highway through Udhampur, Ramban and Banihal, and that road can close for snow, landslides or falling rocks in winter and during heavy rain. Traffic advisories sometimes allow only one-way movement or hold heavy vehicles back for a day. If your new posting starts in January, think about taking essentials with you and sending the full household later, or keeping goods in short-term storage until the road settles.

Onward moves toward Srinagar

On an open day, Srinagar is about 240 km from Jammu by road, and household goods normally get there in 1–2 days. What changes through the year is how many open days you get. Summer and early autumn are usually predictable. In winter, build a margin of several days into your plans, and keep your arrival arrangements in Srinagar loose until the truck is past Banihal.

For valley moves, goods go in the lockable Trucking Cube with 4-layer packing, since the truck may have to sit out a closure somewhere on the way. If the highway shuts, your move manager tells you so directly and gives a revised date once it reopens.

Heading south to the plains is simpler. Amritsar, about 210 km, and Ludhiana, about 280 km, both take 1–2 days, Chandigarh at about 350 km is also 1–2 days, and Delhi, about 610 km away, usually takes 2–3 days.

Handing over and taking over quarters

Government and defence quarters involve an inspection at both ends, and that's the step families most often leave too late. Before you vacate, clear the loft and storeroom completely, undo any fixtures you added if the rules ask for it, and settle pending electricity and water bills, since clearance papers usually depend on them. Ask the quarters office when the inspection will take place, and try to have it after the truck has gone rather than in the middle of loading.

At the new station, the house may not be ready the day you report. If allotment is still pending, goods can stay packed in storage and come out once you have the keys, which beats stacking cartons in a guest room for weeks. When you do take over, write down any damage or missing fittings before unloading starts, so none of it gets blamed on your move later.

Checklist for the last two days

1. Confirm the truck's reporting time and where it will park at your quarters or house.
2. Tell the quarters office or landlord the handover time, and arrange final meter readings.
3. Set aside a personal bag with documents, medicines, jewellery, warm clothes and a few days of essentials.
4. Drain the washing machine, defrost the fridge and empty the water purifier.
5. Check the inventory with the crew before signing, and file your copy with the claim documents.
6. Photograph the empty rooms for your records before returning the keys.
